United States Supreme Court holds it is structural error for prosecutor with significant personal insolvent in as case to later serve as appellate judge in post-conviction review of the case; hold United States and Puerto Rico are the same sovereign for double jeopardy purposes; and holds federal district courts have inherent authority to recall juries when verdict is legally impermissible.
